Legal Question in Real Estate Law in Indiana

I live in indiana, is their any laws to protect condo owners, from investers coming in and buying up our properties and renting them out. we have a problem of these investeror buying 4 or more borrowing money on them for more than they are worth,then not paying their association fees. how can we stop this. 2 investers has cost us approx. $20,000 in the past yr.

Sounds to me like the association needs to amend its bylaws and rules. Contact a local attorney.
