Legal Question in Real Estate Law in Indiana

I have lived in my apartment since February. Before moving in, I spent over $3000 to fix the place up, sanding and varnishing floors, replacing yelllowed ceiling tiles, new dishwasher (he wouldn't fix the old one), paintiing and cleaning. I did not expect to be reimbursed, nor did he offer to. He will only allow us a 6-month lease. (The other tenants have a 1-year lease). He told us we could have a dog, then 3 weeks after we got a puppy, he told us we would have to get rid of it. The tenant behind us (same landlord) has a dog. We are also responsible for all snow removal, at our expense, and taking all trash cans out to the street on garbage day. Yesterday, I received a letter stating, in his own words "This is (his name) you guys are welcome to stay for as long as you want. I only give up to 6-month leases. So if we sign for 6-months that covers from August 1st to January 31st. I agree to not permanently raise rent but in the months of December, January, and February it will go up to $850. When March roles (his spelling) around I will bring it back down. So August, September, October and November it will be $820. Another thing you must change those steps in the backyard at your time and expense. If you guys agree to the steps and what im doing to the rent in the winter months you guys can stay."

When we moved in the apartment in February, the steps were broke. I feel it is his responsibility to repair them. I'm OK with the rent because he pays all utilities. Am I being taken to the cleaners?
