Legal Question in Real Estate Law in Indiana

We moved our free mobile home 9-17-14 the into the same mobile home park where we currently reside, 2 lots down, we assumed our landlord would get the electric upgrade we needed completed in a reasonable time span. Preferably by the end of Sept. She did tell me we had to wait on a hook up for another tenant, they have electricity now, but she made them wait too. After that they would get us taken care of. DID NOT HAPPEN! She keeps blaming someone else for not doing her job, stating that Anderson City Utilities has not assisted in the proper information or her hired electrician going on vacation after he committed to doing the job.She told me at beginning of October that we should be in by Halloween During that call she told me we needed to obtain a permit to receive our new meter and an inspector was scheduled to no avail. we had to cancel.. That next business day I purchased the permit. I called her to let her know I had the permit. The next step was for her to find an electrician with a permit for the park and get the hook up completed. That was Nov. 4, 2014. The ditch for the conduit just finished being dug the 13th of Nov. We have an electric furnace in our new home and have water that keeps freezing. We are unable to move or do anything due to the low temps. Hi-Top Enterprises is charging us 2 lot rents of $200 and we can not even move in. Is she breaking the law by not providing us the electricity? Can she charge us a full lot rent although the mobile home is not " in a livable state"? By the way I have lived in this trailer park for 16 years. Thank you for your time.

What you can be charged for may depend on what documents you have signed and what the park owner's obligations are under the contract. You had best take your situation to an attorney to review everything.
