Rental property

We bought a multi-unit house for rental property in Hammond, In. The city inspectors visited after we bought and informed us that the ceilings were too low on the bottom floor and the tenants must move out. We bought the place as a multi-unit dwelling and followed all inspection, and title co. protocal. We spent our savings on this place and cannot afford expensive legal fees. We feel victimized...can you help? Thanks, LLT
