Can I request for my siblings (2) names to be removed from a house Deed (left after our father passed on) if they CAN'T or WON'T help with the financial burden of the upkeep of the house? If yes, what and where do I seek help?

No, you can't. If they won't agree to sell their interests to you, you can ask a court to partition the real estate, which will force a sale and cause a division of the sale proceeds.
