Can I sue my county for holding a title saying I owe back child supply even though it is physically impossible for me to have kids and I have only slep with the person I am currently with and I have never been married or engaged to anyone accept being engaged to the person I'm with.

You need to hire an attorney to attack the validity of the court order that says you are the father of a child or children. It appears that such an order must exist, since the state is unlikely to have pulled your name randomly from a phone book. Don't worry about suing anyone yet; figure out what the problem is and then solve it.
