You can apply for a duplicate title and fill it out to them again, but even though the title remains in your name and the taxes appear to be charged to you, the gift of the trailer was complete when you gave title to them in the first place. You cannot now take the property back. If you pay the taxes, you can sue them to recover what you paid. Otherwise, you can let the taxes accumulate as past due and let the county or state take the property in exchange for the tax due. To compel them to take the title to the license branch, you would need to sue them in a court of general jurisdiction in the county where the property is located.
