Utility easement rights

I have a utility company claiming they can come onto my property and cut down 16 of my trees. They have an easement upto my property but not on my property. They claim that the trees could, potentially, at some point, grow high enough to maybe fall and hit there High Tension Transmission lines. Looking at the trees in question, depending on growth rates it would take years to reach that height. They are claiming there a new federal regulation or part of original 50 year old deed that says they can do so. I have talked to another utility company and they said their policy wasn't to cut on other property. Now the company has sent me a letter stating they buy the trees for 1000. big deal, it'll take 20 years for another set of trees to replace these. Is there any such federal law started or our they trying to bluff their way onto my property?
