The origins of tax policies are lost in the mist of history. The Bible has plenty to say about taxes, and so would, I imagine, the Mahabharata. Tax policy probably pre-dates history. The earliest organized society, whenever that happened, must have had a method for supporting community projects. Certainly the Egyptian and Mesopotamian cultures had a tax system. So get yourself to a library and do the research instead of trying to pick the empty brains of American lawyers. Good luck.
