there were 3 siblings one passed away his house is worth 40,000. my mom wants to keep the house how much would she owe her remaining sibling? also would the amount differ if the house was sold rather than her keeping the house?

Assuming that you meant to say your mother and her sibling now own the house together, she has to pay sib whatever sib wants for sib's share, if she wants to own the house by herself. Alternately, the house can be listed for sale or sold at auction, and Mom could be the buyer. Then the market would answer your question.
