An executor administers the estate, to make sure that all claims are paid and that the remaining property goes to the heirs. The heirs are those who receive money under the will. Heirs do not have the power to just tell an executor what to do, but in most cases, executors will consult with heirs regarding sale of assets, if there is sentinental value, and will keep the heirs apprised as to what is going on. The judge with authority over the estate can ultimately decide what should happen when there is a dispute.
