If my 50 year old father dies and he had $6000.00 in the bank and a car worth $3000.00 and no other assets or property, are we obligated to pay his outstanding debt with that. His outstanding totals approx. $20,000.00

Hard to say at this point because you have said nothing about funeral expenses. It does sound like an insolvent estate and if it is truly insolvent then there will be nothing to pay the creditors.
