father passed away no will brother pr

my father recvd medical bills, do all of those get paid or do they fill out special forms before he must pay them

You don't just pay bills. Anyone with a claim is required to file a claim in the estate. If no claim is filed as required, then they don't gwet paid. Lots of times, people do not file a claim.
