can a landlord give a verbal notice of eviction 3 days away after taking their rent money and not return it?

That might depend upon the terms and conditions of your release. If you didn't a lease, you're most likely on a 30 day tenancy. A landlord can give a notice anytime. the validity depends on the date on which you are to vacate, not the date of issuance of the notice. You cannot be evicted for the period that you have paid for.
