do relatives have the right to access a will after death & do blood relatives get more consideration than step-relatives

I don't know what "access a will" means. The personal representative gets the right to read it and has the obligation to file it or open an estate when there are assets. Then it becomes public record. If the PR refuses, another interested party can petition the court for an order to turn it over to the court.
