If there is no will and the spouse is still living-do the paternal children have a right to any of the father's assests and what has to be done in claiming personal property of deseased?

Yes, they have rights, but you need to know everything owned by the father to make a detemination. You can always ask the spouse for the personal property you want, and if she disagrees, contact an attorney see whether you can prove the assets are part of the father's estate, or presumed to be jointly owned and therefore belong to the spouse upon death,
