Legal Question in Administrative Law in Iowa

I recently tried to pay my vehicle registraton. The clerk said I could not pay it because a clerk of court in another county had recently upgraded computer systems which had put a lock on my account due to $33 in unpaid court charges from a case 17 years ago. I called the clerk of court and asked for some documentation of the charges and all they sent to me was a piece of paper from 17 years ago that said court charges would be assessed to me. Should their be some other record of the charges? In 17 years I have not recieved any kind of notice that I had outstanding charges. Is their any time limit to the charges and can they legally stop me from paying my vehicle registration?

There's no time limit on court costs, you may have gotten notice when your court case was heard-that is all the notice you will get. The answer to your last questions are no, and yes.
