Yes. Where the prevailing party is entitled to attorney fees in the trial court (either per statute or by contract), the same rule applies on appeal. When the appellant loses such an appeal, the appellee will be entitled to recover attorney fees he incurred in connection with the appeal.

In some jurisdictions, appellate courts may also be able to order an unsuccessful appellant to pay the appellee's attorney fees if the appeal is deemed frivolous.
