Legal Question in Banking Law in Iowa
A friend is working in Africa and can not get her paycheck sent to her over there because of security reasons, or atleast that is what she said, and wants me to cash the checks and wire her the money. Is this safe for me?

No. It sounds like you're being hustled.
Anything to do with wiring money to Africa is probably a scam. Here's what'll happen. You'll get a rather well done cashier's check that is a counterfeit. Some weeks after you deposit it in your account and wire money to your "friend" you'll find out the check was counterfeit and you'll be on the hook to the bank for all the money.
Think about it for a minute. Why does your friend not contact her employer to do a direct deposit? They have legitimate banks in Africa, you know. The answer's simple-you're being conned and I suspect that this 'friend' is someone you met online.
