Legal Question in Banking Law in Iowa
I am part of a not for profit organization that is linked to the military. It is a family readiness group which is a support group for soldiers and family. This group reports to the units commander. We have a small banking account with some members names on it for access. If a soldier were to go to the bank and request the transactions for this account saying he represents the commander should he be given access? and if he is given information to this account are there any laws broken and by whom?

You haven't told me whether this person has access to the information about the account or whether the commander has a right to access that information or what sort of information is being requested. If the soldier is acting under orders he's pretty much out of it. As for the rest of it you may have to consult a specialist in these matters.
