Can you file for chapter 7 after already filing chapter 13?

I think I understand your question. You are asking whether you can file a bankruptcy petition under chapter 7 if you have recently had your chapter 13 case dismissed. If your chapter 13 case was dismissed because you could not make your plan payments you can refile another chapter 13 case (unless you have filed for chapter 13 several times and been dismissed) or you can file under chapter 7.
