Legal Question in Business Law in Iowa

I recently purchased a product through a company that is suppose to give you unlimited minutes so your loved ones can call you from jail. I got a new number from them that my loved one could call me on however there was no time on the account I tried to call multiple times and never got an answer i sent tons of e-mails to them and they werent giving me the minutes so i canceled the account and told them i wanted a refund they told me they couldnt give me a refund. I told them either they could give me the minutes on the account or refund my money or i'd turn them in to the bbb and that i would be contacting a lawyer. now they are telling me if i dont take any legal action against them they will refund $29.99 of my money but will be keeping the $14.95 non refundable one time activation fee. what should i do?
