Legal Question in Civil Rights Law in Iowa
16 year old daughter gave 19 year old permission to use her car registered in my name. The 19 year old drove it into a ditch and it had to be pulled out by a tow company. I didn't give either one permission to to use the car in the insident! Who is responsible for the tow bill?

First of all it's not a civil rights question. It's not even a legal one. As the registered owner you're likely on the hook. When did you hear of a 19 year old kid having any money or paying their bills? Just be glad they didn't hit some school kid in a crosswalk.
