Legal Question in Civil Rights Law in Iowa
If a city owns a building, and the building is being leased by a non-profit organization, and that organization is open to the general public, can that organization make policies that override state/local laws? Can the organizations policies violate a citizens civil rights?

The answer is probably no, although whether a person's civil rights have been violated is a legal question not easily answered without extensive judicial proceedings and litigation.
