Legal Question in Civil Rights Law in Iowa

A disabled person (depression) went to a Library book sale and was singled out of a large crowd and asked to leave based on "suspicion" and then falsely accused of loitering the day before (in which he bought 2 boxes of books).

The person's disability affects his sleep and appetite, among other things, and thus affects his looks, which to some others can be perceived as "retarded", "gay", "having AIDS", "mentally ill", etc.

What might be some options for this person to have his rights?
