Legal Question in Civil Rights Law in Iowa
Some police by my house have left people handcuffed for over an hour in the sun while they searched their car. There is today a heat advisory warning people to avoid being outdoors for longer then they have to. A woman among the handcuffed party was dressed in robes and a burqa covering her face. The police have so far spent about half their time searching the car and the rest taking breaks in their air conditioned cars. Is that legal?

There's no law that says what you specifically describe is illegal. If you are concerned I suggest you contact your local law enforcement authorities and make your concerns known.
