Legal Question in Consumer Law in Iowa

Cell phone contract.

I am dissatified with my cell phone company and their response to problems such as no charges after 8:pm with a big (BUT); roaming charges in my own area appear on the bill every month. I have tried to resovle the issues with them over the phone but no satisfaction.
