can a insurance adjuster show up to veiw damage on a claim without someone home?

Possibly. Was it a location which can be seen from a public location, such as a street or sidewalk? Did you request the insurance company to look at your property? Certainly he or she cannot enter your home without your permission, but looking at your roof at your request is at best debatable.
