Legal Question in Credit and Debt Law in Iowa

I got a call from some guy saying that he is issueing a court summons yesterday, he told me he was going to my place of business then to where I lived, but when I dialed *69 to find out where the number was calling from, it siad it could not be reached. So my question is is it common for someone to call first before they issue a court summons

He's a collector who's blowing smoke, to use a polite phrase. If someone's going to sue you they file a petition and then you have to be served usually by a sheriff's deputy or process server. Next time this person calls, get his details and then tell him that you're contacting the attorney general's office to file a complaint against him.
