Credit Limit Reporting

I have a Citi Card that has a $3500 limit. I have used the cards for many years so I have accumulated a long history with them. I recently found out that although the card has a $3500 limit Citi reports the amt of available credit to CRA's as $0. This most assuredly has a negative effect on my debt/credit ratio. I contacted them and they said they would not make any change, they said I would have to cancel the card and reapply for another card with them. Is this legal? Obviously I don't want to cancel the card as it would reduce my credit history. Plus I would take a hit on my credit by applying for more credit. Do I have any recourse to get them to report this credit account accurately?

Have you tried filing a dispute with the individual credit reporting agencies?
