Legal Question in Credit and Debt Law in Iowa

i have a debt through the of iowa, it is not a student loan. the debt is about 14 years old and no longer shows my credit report. doing some research i see that they cannot legally sue me or report the debt. they recently intercepted my state tax refund. is this legal and will they be able to renew the debt saying a payment has been made?
