What degree of obligation does a law firm have of giving a settlement offer?

If you mean does your attorney have an obligation to forward settlement offers received from the opposition in an ongoing case, they are ethically obligated to do so.

If you mean that you owe them or someone else money, then there would be no obligation to agree to take less than they are owed.
