medical bills

I am paying monthly on a medical bill, can the hospital turn my account over for collection? and if they do what are my leagal rights?

Unless there is a written agreement that they will accept monthly payments, then yes, they can turn over your account to a collection agency, and they can also sue you to obtain a judgment against you. You have a multitude of legal rights. You should particularly study the Fair Debt Collection Practices Act.
