I purchased a house in Swea City, Iowa a very small town. When we first moved in we were getting water bills every other one was 3 times the normal amount. We looked all over for a leak found nothing this went on for approx 6 months. We thought that it was just we were using that much water but after doing some investigation there was no way. and we started keeping track of the bills and like clockwork every other month the used water amount would be 3 times the other months we have a family of 5 and use about 5500 gallons on the high months it showed 15000-17000 gallons used. When we started asking questions to the city it stopped.
Now I'm getting the bill and they are payed on time but they keep adding a late fee of 10% per month regardless when we pay it. for example we payed the bill on 2/18/2010 in there drop box. the bill is due on the 20th or the next business day. We get our bill today for this month and there is no balance due yet there is a 10% late fee applied to Feb bill. When I call she tells me that she has no idea and that it must be from the previous month, however, the previous month was late and had a late fee of 6.63 which was included in the amount we paid on Feb 18th. And if this is true that the 11.24 was late lees then that means they are charging us nearly 30% late fee.

I would say a good starting point would be to request, in writing, an account statement for the last two years.
