Legal Question in Credit and Debt Law in Iowa

My question to you is,, Is it legal for an emergency unit to garnish your wages, income tax, etc without notifing you of such happening. The bill I am speaking of was just 4 months old [from first incoice after insurance paid] and I had paid on the account 1 month prior to the granishment.. Received no final notice or anything untill I received the letter telling me they had garnished my State income tax..

They said they had the right to do so per law: Iowa Code Section 8A.504 which allows setoff of a tax refund for non payment of services provided by municipal ambulance service..

Again, my question is do they have the right to do this when ever and how ever they want. Do they not need to follow any kind of criteria for this..?? If this was the case then they could do this to a person the following month of a service if they so deemed??

They can setoff against any money in your tax return but garnishment may or may not require a judgment.
