Legal Question in Criminal Law in Iowa
On 9/5/15, I received a speeding ticket from the Clinton County Sheriff's patrol. The itemization of my fine shows $40 for the speeding, $14 for a criminal surcharge (which I know is the correct 35% amount under statute section 911.1), and a $60 court fee.
The first two fines were easily located in the Iowa Code, but I was unable to find anything about a state-mandated $60 court fee (statute section 911.4 only states that counties can charge $5/violation).
My question is: where in the Iowa code of law does it state that there is a state-mandated $60 court fee (though I am simply paying the fine without going to court, over 2 weeks prior to the court date)?

It's not in the code. I'd think that the court costs are either set in the Iowa administrative code or the rules of court.
