Legal Question in Criminal Law in Iowa
If I was adjudged a juvenile delinquent in Illinois for a class A misdemeanor and my juvenile court record is sealed can the State of Iowa alter the record and make it an adult record for use in Iowa District Court as subject matter in a subsequent charge?

I do not see how the state of Iowa could alter your records from Illinois, but in some cases a juvenile record in one state may be significant in another state, as is the case when the juvenile record includes an offense that requires one to register as a sex offender or where one is applying for a professional license of some kind.
