Arraingment
Could you tell me what exactly an arraingment is and can they give you a defferred judgment at that proceeding

No. There is no adjudication of any kind at an arraignment.
An arraignment covers three things: 1. advice of the charges against you; 2. seeing that you have legal representation [a lawyer]; 3. and bond for your release until the next court proceeding.
