Legal Question in Criminal Law in Iowa

Correct me if i am wrong, i had thought that the state of Iowa , 21 years ago and prior, had it set up when it comes to criminal offenses, that one, if you did the time then you didn't pay a fine.

I was sent to prison back in 1988, i had paid all my fines and i have never heard anything about it, now three months ago a county attorney filed a contempt of court action against me for not paying this debt that I was never informed of in the past 20 years was due, how can they get me on contempt when they didn't inform me EVER this was owed? In going back to the dept of corrections and asking them to verify this information, they come back and state. we do not have to keep records that far back, and if you don't have reciepts it was paid, then you have to repay us again. The state of Iowa's deparment of Corrections is that they are not responsible for maintaining records for that far back? The county attorney says its owed because the Internet says so???? They cannot prodcue any proof that it is owed other than an internet page that was set up and put online seventeen years aftter the fact because the internet court online says so is why they are pulling this and they don't have to any other documentation than an interenet site? thanks for your information.

You need an attorney. I'd want to see more proof than a web page somewhere. Maybe the original case file has something to add?
