Legal Question in Criminal Law in Iowa

My fiance was arrested last night. He was charged with public intox and disorderly conduct. For one thing he was in his own home so how can he be charged with public intox? Two, he was not being disorderly. I was standing there watching the whole thing an am a witness to the fact. The officers took accessive force and didn't even give him a chance to stand up. He told me on the phone last night that his shoulder feels dislocated or severly bruised. The officers would't even let me into the house to talk to the officer about the situation. and personally i think she was harrassing him. She was called about 10 mins prior to an argument. She told my fiance to return home and not leave. She then about 10 mins later came knocking at our door. Do you think he could fight these charges?
