Can Iowa arrest a man in Arkansas for CONTEMPT-ILLEGAL RESISTANCE TO ORDER OR PROCESS that he committed in Iowa?

That person would be arrested on an Iowa warrant in Arkansas by Arkansas authorities and extradited. The answer therefore is yes.
