Legal Question in Criminal Law in Iowa
Can a judge dismiss a PCR on his own motion without
appointing counsel to first review the record, and then ask if the person
is an inmate and indigent under Iowa Code Section(s) 815.9 and 815.10 how
can he preserve his right to get counsel appointed to protect his Post
Conviction Relief from being dismissed by a judge that is bias and prejudice
by dismissing every one motion the applicant files. Thank you
