I have been ordering multiple bottles of Tramadol over the phone then they come from different states. I was advised to get as many as i can because of the law change in August. But how legal is it right now?

It is impossible to answer the question without more information. You should talk to your doctor who prescribes the medication, as well as a local pharmacist, about what you are doing and ask for their advice. Assuming that they are prescribing the medication, that the prescription is being lawfully filled, they are fully aware of what you are doing, and you are taking the medication only as prescribed, there shouldn't be any legal issues.
