What are the penalties for forgery of someone's signature for a second mortgage for over $18,000? What constitutes fraud in this situation and what are the penalties for it?

Theft/fraud involving over $10,000 is a Class C felony, punishable by up to10 years in prison. Forgery is a separate offense, a Class D felony, punishable by up to 5 years in prison. Those sentences could be run consecutively for a 15 year prison sentence. The maximum fines are $10,000 and $7,500 respectively.

Brother Miler didn't mention it but what you're describing constitutes making a materially false statement on a loan application, and that gets you into federal country.
