Probable cause
If in a deposition,arresting officer states that he had no probable cause to arrest for offense,shouldnt case be dismissed?

Not necessarily. Some affirmative action is usually required on the part of someone, and probable cause may well have arisen from some other source. Without more information on the facts and circumstances surrounding this case I cannot give you a more definite answer.
