Reporting crimes
What is the procedure for reporting crimes if the commiter does not seem capable of understanding he/she is breaking the law?
For instance, if an individual with seemingly low intelligence commits stalking or harassment, should the victim contact law enforcement the same way they would for an individual with average intelligence.

The answer is, file a police report and let the cops sort it out.
