Legal Question in Criminal Law in Iowa

I am doing this research for a friend who is incarcerated at this time. He has 2 unpaid tickets in cape girardeau mo. he was not able to appear in court because of being incarcerated. There is now a warrant out for his arrest. I am trying to take care of these fines and the warrant, these must be taken care of before he can be released. I am getting nowhere and have ben told to reach an attorney. My name is Susan Blomme and would appreciate any direction that you could lead me, I live in Iowa and have been told that I would need an attorney who is licensed in Missori. I'd contact the county attorney or city attorney as the case may be, explain the situation and get those tickets paid.
