Legal Question in Criminal Law in Iowa
In the state of Iowa, does the state have a set time to bring charges or can wait and do it whenever they want? The charge would be car theft. Its been over two years since this happened and haven't heard anything yet. I would like to know if and when the time comes that the state brings charges do I have a leg to stand on?

The question is if you have been charged or not. If a case has been filed you have to be arraigned within 45 days unless waived. If you are arraigned you have the right to be tried within 90 days if you have not waived that right. All cases where you've been arraigned must be brought to trial within one year.
I understand your reluctance to kick a sleeping dog, but in this case it might be worth your while to hire an attorney to make the appropriate inquiries.
