statued of limitation for a wanted criminal, parrole revocked,dwi

My xhusband left a work release houses in fort dodge Iowa after being told that he had violated the rules and was to be sent back to prison so He left the state and changed his name and recieved 3 dwi in other states and left those states also(minnasota). He remained out of state for about 8 or 9 years but is now planning to come back to take me to court for custody. He believs that enough time has passed that he will not be arrested for any of his no shows to court for the DWI's and his parole violation. Is that true?

He is mistaken. There is no time limit in which a fugitive must be prosecuted while he remains a fugitive. He runs the risk of being arrested and prosecuted for his past crimes if the authorities are notified of his presence in IA.
