Where do I find the law pertaining to someone taking, opening and acting upon someone elses mail?

The answer to that question depends on when and where the mail is being opened. If it is being taken from your mailbox that is a question for US Postal Inspectors to resolve, as stealing from the mails is a federal offense. If the mail is being taken from an accomodation address such as Maliboxes Plus, federal involvement ends with delivery of the mail to that place. If the mail has been delivered to you and you have picked it up, theft of said materials is a matter of state law and that is dependent on the value of what has been taken. If you're asking what can you do about someone who has opened your mail when it is in your possession, the answer is not much except take better care of your affairs.
